What is GST Registration?
Section 28 of the CGST Act requires a registered person to inform the department of any change in the particulars furnished at registration. Rule 19 sets the mechanics: the application is made in Form GST REG-14 within 15 days of the change.
The system splits fields into two groups, and the split decides how much friction you face. Core fields, which are the legal name of the business, any addition, deletion or retention of the principal or an additional place of business, and any change in partners, directors, Karta, managing committee or board of trustees, need the proper officer to approve the amendment. Non-core fields, which cover most other particulars including contact details and bank accounts, are updated on the portal without approval.
For a core field amendment the officer has 15 working days to act. If the officer is satisfied, the amendment is approved in Form REG-15 and takes effect from the date of the event that occasioned it. If not, a notice is issued in Form REG-03 and you reply in REG-04 within seven working days.
Some things cannot be amended at all. A change in PAN, or a change in constitution of business that requires a new PAN, or moving the principal place of business from one state to another, all mean a fresh registration rather than an amendment, because the GSTIN itself is built from the PAN and the state code.

How the process runs
The application goes in on Form REG-14 with the supporting document for the change: a rent agreement and utility bill for a new address, a board resolution or amended deed for a change in partners or directors, and so on. Attaching the right proof is what separates an amendment approved in a week from one that draws a notice.
Where the officer is not satisfied, a show cause notice comes in Form REG-03 and you have seven working days to reply in Form REG-04. If no notice is issued within 15 working days, the amendment is deemed approved and the certificate is updated.

Changes that need a new registration instead
Some changes go to the identity of the registration rather than its particulars, and no amendment can carry them. The GSTIN is constructed from the state code and the PAN, so a change to either means a different GSTIN.
Moving the principal place of business to another state is the one businesses most often try to handle as an amendment. It cannot be. You register in the new state and cancel the old registration, and the transition needs sequencing so you are never supplying from a state where you are not registered.

How do I change the address on my GST registration?
File Form GST REG-14 within 15 days of the change, attaching proof of the new premises such as a rent agreement with the owner NOC, or the electricity bill and property tax receipt for owned premises. The principal place of business is a core field, so the proper officer must approve it, normally within 15 working days.
What is the difference between core and non-core fields?

Can I change my PAN on an existing GSTIN?
No. The GSTIN is built from the state code and the PAN, so a change of PAN means a different GSTIN. You apply for fresh registration and cancel the old one. The same applies to a change of constitution that requires a new PAN, such as converting a proprietorship into a private limited company.
What if I move my business to another state?
That cannot be done by amendment either. Registration is state-wise, so you register in the new state and cancel the registration in the old one. Sequence the two so there is no period where you are supplying from a state in which you are not registered.
Can I add a new business activity without an amendment?
The goods and services you supply, with their HSN or SAC codes, is a non-core field, so it is updated on the portal and applied straight away without officer approval. Keeping it current matters because a mismatch between declared activity and actual invoicing is a routine scrutiny trigger.
How do I add or remove a partner or director?
Through Form REG-14, attaching the amended partnership deed or the board resolution as applicable, together with the KYC of anyone being added. This is a core field, so it goes to the officer for approval within 15 working days.
What happens if I never update my registration?
Two things, and the second is worse. Notices are served to the registered email and mobile, so an outdated contact means a deadline passing without you knowing. And particulars that no longer match reality, such as a place of business you have left, are grounds for suspension and eventually cancellation under Section 29.
