What is GST Registration?
GST registration is the process of obtaining a 15-digit GSTIN so your business can legally collect GST, issue compliant invoices, claim eligible Input Tax Credit, and trade across states or marketplaces without operational blocks.
The question almost everyone starts with is the limit, and the honest answer is that there is no single limit. It is ₹40 lakh only for a business supplying goods and nothing else, ₹20 lakh the moment any service enters the mix, and ₹10 lakh in four states. Turnover is also only one of eleven ways registration becomes compulsory: inter-state supply of goods, marketplace selling, reverse charge liability and several others force it from the first rupee, regardless of size.
Since 1 November 2025 there are also two routes rather than one. Rule 14A, introduced by Notification 18/2025-Central Tax, grants the GSTIN electronically within three working days for applicants whose monthly output tax on supplies to registered persons stays under ₹2.5 lakh. The normal route still runs seven to thirty days depending on whether your application is selected for physical verification.
This page sets out the thresholds, the document list for each entity type, the real cost, the step-by-step process, and the reasons applications get rejected. Bizeract handles registration for founders, freelancers, shops, agencies, traders and e-commerce sellers across India, and pre-checks documents before filing so approval is not delayed by an avoidable query.

Rule 14A: the three-working-day route, explained
Rule 14A came into force on 1 November 2025 through Notification 18/2025-Central Tax and is the biggest change to GST registration since the tax began. It creates an optional simplified scheme for low-risk applicants: once Aadhaar authentication succeeds and the system risk-profiles the application, the GSTIN is granted electronically within three working days with no officer intervention.
The eligibility test is one number. Your total output tax liability on supplies made to registered persons, adding CGST, SGST or UTGST, IGST and cess together, must not exceed ₹2.5 lakh per month. Most small businesses, freelancers and new sellers sit comfortably inside that and never find out the route exists.
The route is optional and reversible, but exit has conditions. For withdrawal applications made after 1 April 2026 you must have filed returns for at least one tax period, and every pending return from the effective date of registration up to the date of the withdrawal application must be filed first.
| Rule 14A simplified | Normal registration | |
|---|---|---|
| Time to GSTIN | Three working days | Seven to thirty days, depending on verification |
| Eligibility | Monthly output tax to registered persons up to ₹2.5 lakh | No ceiling |
| Aadhaar authentication | Mandatory, and must succeed | Mandatory, biometric in notified states |
| Officer intervention | None where risk profiling clears | Possible query, possible site visit |
| Who cannot use it | Casual and non-resident taxable persons | Open to all applicants |
| Exiting the scheme | Form GST REG-32, all pending returns filed first | Not applicable |
| Per PAN, per state | One Rule 14A registration only | No such restriction |
GST registration limit: what actually applies to you
The ₹40 lakh figure people quote comes from Notification 10/2019-Central Tax, and it carries two conditions almost nobody repeats alongside it. It applies only to a person engaged exclusively in the supply of goods, so a single consulting invoice on the side drops the whole business to ₹20 lakh. And ten states and union territories are excluded from it entirely.
Threshold is measured on aggregate turnover as defined in Section 2(6): the all-India value of taxable, exempt, export and inter-state supplies on the same PAN, excluding inward supplies taxed under reverse charge and the GST itself. It is computed PAN-wide, not per state and not per business line, which is what catches most people out.
Once you become liable you have 30 days to apply under Section 25(1). A casual or non-resident taxable person must apply at least five days before starting business.
| Supply type | Threshold | Where it applies |
|---|---|---|
| Goods only | ₹40 lakh | All states except the ten listed below |
| Goods only | ₹20 lakh | Arunachal Pradesh, Meghalaya, Puducherry, Sikkim, Telangana, Uttarakhand |
| Goods only | ₹10 lakh | Manipur, Mizoram, Nagaland, Tripura |
| Services only | ₹20 lakh | All states except the four below |
| Services only | ₹10 lakh | Manipur, Mizoram, Nagaland, Tripura |
| Goods and services both | ₹20 lakh | Everywhere. The ₹40 lakh limit covers exclusive supply of goods only |
When registration is compulsory regardless of turnover
Section 24 of the CGST Act lists the situations where the threshold simply does not apply. Any one of these makes registration compulsory from your first rupee of turnover, and several of them catch small businesses who assume they are safely under the limit.
The distinction that decides most freelancer and consultant cases is between goods and services moving across a state border. Inter-state supply of goods forces registration immediately. Inter-state supply of services does not, because Notification 10/2017-Integrated Tax exempts service suppliers until they cross the ordinary threshold. Same border, opposite answer.
| Situation | Provision | Registration required? |
|---|---|---|
| Inter-state supply of goods | Section 24(i) | Yes, from the first rupee |
| Inter-state supply of services | Section 24(i) with Notification 10/2017-IT | Only above the ordinary threshold |
| Selling goods through a marketplace | Section 24(ix) with Notification 34/2023-CT | Exempt only while under the threshold with no inter-state supply |
| Supplying services through a marketplace | Notification 65/2017-CT | Exempt up to the threshold, except Section 9(5) services |
| Liable to pay tax under reverse charge | Section 24(iii) | Yes, no threshold |
| Casual taxable person | Section 24(ii) | Yes, apply five days before starting |
| Non-resident taxable person | Section 24(v) | Yes, apply five days before starting |
| Running the marketplace yourself | Section 24(x) | Yes, no threshold |
| Required to deduct TDS under GST | Section 24(vi) with Section 51 | Yes, no threshold |
| Input Service Distributor | Section 24(viii) | Yes, mandatory since 1 April 2025 |
Documents required, by entity type
The document list is not the same for a proprietor and a private limited company, and filing the wrong set is one of the most common reasons an application comes back with a query. A DSC, for instance, is mandatory for companies and LLPs but not for a proprietorship, where Aadhaar-based e-signing is enough.
Whatever the entity, three things must line up before anything is filed: the name format on PAN must match Aadhaar, the address proof must be recent and fully legible, and the person signing must have documented authority to sign for that entity.
| Entity type | Identity and constitution | Additional |
|---|---|---|
| Proprietorship | PAN and Aadhaar of the proprietor, photograph | Address proof, bank proof |
| Partnership firm | PAN of the firm, partnership deed, PAN and Aadhaar of all partners | Authorisation letter, address proof, bank proof |
| LLP | PAN of the LLP, incorporation certificate, LLP agreement, partner KYC | DSC of a designated partner, board resolution, address proof, bank proof |
| Private Limited / OPC | PAN of the company, incorporation certificate, MOA and AOA, director KYC | DSC of the signatory (mandatory), board resolution, address proof, bank proof |
| HUF | PAN of the HUF, PAN and Aadhaar of the Karta, photograph | Address proof, bank proof |
| Trust / Society / Section 8 | PAN of the entity, registration or trust deed, trustee KYC | Authorisation letter, address proof, bank proof |
GST registration fees: what you actually pay
The government charges nothing for GST registration. There is no statutory fee on the portal, and anyone telling you otherwise is describing their own professional fee. What you pay a service provider covers document review, correct classification, filing, ARN follow-up and handling any officer query.
What varies between providers is scope rather than the filing itself. Ask specifically whether the quote covers a query response if the department raises one, and whether the first return after the GSTIN is issued is included or billed separately. That second point is where most new registrants get an unexpected invoice.
| Item | Cost | Notes |
|---|---|---|
| Government portal fee | ₹0 | GST registration is free of statutory charge |
| DSC, where required | ₹1,000 to ₹2,000 | Companies and LLPs only, valid two years |
| Professional fee, market range | ₹500 to ₹2,500 | Varies with entity type and what the scope includes |
| Bizeract, all-in | ₹799 | Registration plus first-month filing, query handling included |
| Late registration penalty | ₹10,000 or 10% of tax due | Whichever is higher, under Section 122 |
The registration process, step by step
Registration runs entirely on the GST portal and splits into two parts. Part A of Form REG-01 captures PAN, mobile and email and returns a Temporary Reference Number after OTP verification. Part B carries the substance: business details, promoters and partners, the authorised signatory, the principal place of business, additional places, goods and services with HSN or SAC codes, and bank details.
Aadhaar authentication decides your path from there. Where it succeeds and you are on the Rule 14A route, the GSTIN is granted within three working days. Where you opt out or authentication fails, the application goes for physical verification of the premises and the timeline stretches considerably.
Bank account details are the one thing you can furnish after the fact, but not indefinitely. They must be added within 30 days of registration or before filing the first GSTR-1, whichever is earlier, or the registration is liable to suspension.
| Step | What happens | Typical time |
|---|---|---|
| 1. REG-01 Part A | PAN, mobile and email verified by OTP, TRN issued | Same day |
| 2. REG-01 Part B | Business, promoter, signatory, premises, HSN or SAC and bank details filed | Same day, once documents are ready |
| 3. ARN generated | Application Reference Number issued on submission | Within hours |
| 4. Aadhaar authentication | e-KYC, plus biometric at a GST Suvidha Kendra in notified states | One to three days |
| 5. GSTIN granted | REG-06 certificate available for download from the portal | Three working days on Rule 14A |
| 6. Bank details | Must be furnished within 30 days or before the first GSTR-1 | Within 30 days |
Biometric Aadhaar authentication: what to expect
Rule 8(4A) authentication has been rolled out state by state, and in the notified states the portal may direct the promoter or the authorised signatory to attend a GST Suvidha Kendra in person for biometric capture and document verification. The appointment link arrives by email along with the ARN.
Two practical points decide whether this goes smoothly. The person named on the link must be the one who attends, since the biometric is matched against that specific Aadhaar. And the original documents, not photocopies, must be carried to the appointment. Missing the appointment window is a common cause of an application lapsing quietly.
Why applications get rejected, and how each is avoided
Most rejections are not complicated. They are formatting and consistency failures that a review before filing catches in minutes and an officer query takes two weeks to resolve.
| Reason | What triggers it | How it is avoided |
|---|---|---|
| Name mismatch | PAN name format differs from Aadhaar or the signatory declaration | Reconcile all three before filing, correct the underlying record first |
| Weak address proof | Bill older than two months, partially legible, or name not matching | Use the latest bill, full page, with a matching consumer name |
| Missing NOC | Rented or shared premises filed without owner consent | Attach a signed NOC plus the rent agreement and the owner’s ownership proof |
| Vague business activity | HSN or SAC stated too loosely for the declared activity | Map exact codes for the top supplies before filing |
| Signatory authority not proved | No board resolution or authorisation letter for the signer | File the resolution or authorisation alongside the application |
| Biometric appointment missed | Appointment window passes with no attendance | Diarise the date from the ARN email and attend with originals |
Penalties for registering late or not at all
The penalty for operating without registration when you were liable is set by Section 122 of the CGST Act, and it is not a fixed number. It runs at ₹10,000 or 10% of the tax due, whichever is higher, so for anything but a very small liability the percentage governs.
The consequences that hurt more than the penalty are usually commercial. Every month unregistered is a month your buyers could not claim credit on your invoices, a month of input tax you absorbed as cost, and a month of marketplace payouts held or listings blocked.
| Situation | Penalty | Provision |
|---|---|---|
| Not registering when liable | ₹10,000 or 10% of tax due, whichever is higher | Section 122(1) |
| Deliberate evasion | Up to 100% of the tax evaded | Section 122(2)(b) |
| Collecting GST without registration | Full amount collected, plus penalty | Section 122(1)(iii) |
| Late filing after registration | ₹50 per day, ₹20 for a nil return, subject to caps | Section 47 |
| Tax paid late | 18% per annum on the cash portion | Section 50 |
What happens after the GSTIN is issued
Registration is the start of a compliance cycle, not the end of a task. Your invoice format has to carry the GSTIN, place of supply and HSN or SAC codes from the first invoice. Bank details must be on the portal within 30 days. The first GSTR-1 and GSTR-3B fall due on the ordinary cycle whether or not you have made a single sale, and a nil return still has to be filed.
Exporters need a Letter of Undertaking on file before supplying without payment of tax. Anyone claiming Input Tax Credit needs the Invoice Management System reconciled from the first month rather than the first notice. Treating the first filing cycle as part of getting registration right is why our registration work includes it.
How to evaluate a GST registration service
Before choosing a provider, ask four questions: do they review documents before filing or just submit what you send, who responds if the officer raises a query, is the first return after registration included or billed separately, and do they check the signatory and address setup against your specific entity type.
A service that answers those clearly is doing the work. One that leads with a speed claim and a price is selling a portal submission, which is the part you could have done yourself for free.
How the registration actually works
Document pre-check before filing
We review signatory, address, entity, and bank proofs before REG-01 is filed so applications do not fail on basic formatting or mismatch issues.
First-month compliance guidance included
The registration workflow is tied to the first filing cycle so new GSTIN holders do not get surprised by nil-return or first-month deadline issues.
Built for remote filing across India
The service flow is designed for WhatsApp and online document handoff, which matches how most founders, freelancers, and sellers actually complete registration.
Commercial readiness, not just registration
The setup is designed to help businesses issue invoices, handle onboarding, and move into the first compliance cycle without avoidable cleanup.
What clients usually care about
"We needed GST registration for a new services business before billing enterprise clients. The useful part was not just getting the GSTIN, but getting the documents and first filing path set up correctly the first time."

Frequently Asked Questions
Is the GST registration limit ₹20 lakh or ₹40 lakh?
Both, depending on what you supply and where. The ₹40 lakh limit under Notification 10/2019-Central Tax applies only to a business supplying goods and nothing else. Any services in the mix and the whole turnover is tested against ₹20 lakh. Arunachal Pradesh, Meghalaya, Puducherry, Sikkim, Telangana and Uttarakhand are excluded from the ₹40 lakh benefit, and Manipur, Mizoram, Nagaland and Tripura sit at ₹10 lakh.
What is Rule 14A and who can use it?
Rule 14A is the simplified registration scheme introduced by Notification 18/2025-Central Tax with effect from 1 November 2025. It grants the GSTIN electronically within three working days once Aadhaar authentication succeeds. It is open to applicants whose monthly output tax on supplies to registered persons, counting CGST, SGST or UTGST, IGST and cess together, does not exceed ₹2.5 lakh. Casual and non-resident taxable persons cannot use it.
What documents are required for GST registration?
For a proprietorship: PAN and Aadhaar of the proprietor, a photograph, proof of the principal place of business, and a bank statement or cancelled cheque. Companies and LLPs additionally need the incorporation certificate, MOA and AOA or the LLP agreement, KYC for every director or designated partner, a board resolution appointing the authorised signatory, and a Digital Signature Certificate, which is mandatory for them and not for a proprietor.
How much does GST registration cost?
The government charges nothing. There is no statutory fee on the GST portal, so any figure you are quoted is a professional fee for document review, filing and follow-up. Market rates run roughly ₹500 to ₹2,500 depending on entity type and scope. Companies and LLPs also need a DSC at ₹1,000 to ₹2,000 if they do not already hold one. Ours is ₹799 all-in, including the first month of filing.
Do I need GST registration if my turnover is below the limit?
Sometimes. Section 24 lists eleven situations where registration is compulsory regardless of turnover, including inter-state supply of goods, liability under reverse charge, casual and non-resident supply, running a marketplace, deducting TDS under Section 51, and acting as an Input Service Distributor. Any one of them applies from your first rupee.
Does working with clients in another state force registration?
For goods, yes, immediately, under Section 24(i). For services, no. Notification 10/2017-Integrated Tax exempts inter-state service suppliers from compulsory registration until they cross the ordinary threshold, so a freelancer under ₹20 lakh with clients in other states is not obliged to register on that basis alone. This single distinction resolves most freelancer and consultant cases.
How long does GST registration take in 2026?
Three working days on the Rule 14A simplified route once Aadhaar authentication succeeds. On the normal route it runs roughly seven to thirty days, longer if the application is selected for physical verification of the premises. We file within 24 hours of receiving your documents, and the ARN comes through the same day.
Is GST registration mandatory for selling on Amazon or Flipkart?
For goods, in practice almost always. Notification 34/2023-Central Tax does exempt small goods sellers on marketplaces, but only while they hold a PAN, declare a principal place of business, stay under the threshold and make no inter-state supply. Marketplaces ship across state borders by default, which breaks the last condition, and platforms ask for a GSTIN at onboarding in most categories regardless.
What is the penalty for not registering when required?
Under Section 122(1), ₹10,000 or 10% of the tax due, whichever is higher. Deliberate evasion attracts up to 100% of the tax evaded under Section 122(2)(b). If you collected GST without being registered, the full amount collected is recoverable alongside the penalty.
When do I have to apply after crossing the threshold?
Within 30 days of becoming liable, under Section 25(1). A casual taxable person or a non-resident taxable person must apply at least five days before starting business, not after.
Can I register voluntarily before crossing the threshold?
Yes, under Section 25(3), and it is often the commercially better call. It lets you claim Input Tax Credit on purchases, keeps registered buyers from losing credit on your invoices, and clears marketplace and enterprise onboarding. The trade-off is that returns become due from the month you register, whether or not you have sales.
What is aggregate turnover for this purpose?
Section 2(6) defines it as the all-India value of taxable supplies, exempt supplies, exports and inter-state supplies made on the same PAN, excluding inward supplies on which tax is paid under reverse charge and excluding the GST itself. It is computed across the whole PAN, not per state and not per business line, which is why businesses often cross the threshold earlier than they expect.
Do I need a Digital Signature Certificate?
Companies and LLPs must sign with a DSC. Proprietorships, partnerships and HUFs can use the Electronic Verification Code sent to the authorised signatory’s Aadhaar-linked mobile, so no DSC is needed.
What is biometric Aadhaar authentication and will it apply to me?
Under Rule 8(4A), notified states direct the promoter or authorised signatory to a GST Suvidha Kendra for biometric capture and document verification. The appointment link arrives with the ARN. The named person must attend within the window with original documents, and the approval clock starts from the date verification is completed.
Can I use a home address or a co-working space?
Yes to both, with the right support. A home office needs the latest electricity bill plus a no-objection certificate from the owner if the property is rented. A co-working space needs the operator’s NOC, the agreement, and the operator’s own ownership or lease proof. Weak documentation on shared premises is one of the most frequent rejection reasons we screen for.
Should I take the composition scheme instead?
Composition under Section 10 reduces filing to one quarterly statement and one annual return at a flat rate, with limits of ₹1.5 crore for goods and restaurants, ₹75 lakh in eight specified states, and ₹50 lakh for services. In exchange you cannot collect tax from customers, cannot claim Input Tax Credit, and cannot make inter-state outward supplies or sell through a marketplace collecting TCS. It suits a local B2C business and rarely suits a B2B one.
What happens immediately after the GSTIN is issued?
Bank details must be furnished within 30 days or before the first GSTR-1, whichever is earlier, or the registration can be suspended. Invoices must carry the GSTIN, place of supply and HSN or SAC codes from the first bill. GSTR-1 and GSTR-3B fall due on the ordinary cycle even if you made no sales, since a nil return still has to be filed. Exporters need a Letter of Undertaking on file before supplying without payment of tax.
Can one PAN hold more than one GSTIN?
Yes. Registration is state-wise, so a business operating in several states takes a GSTIN in each. Within a single state you may also take separate registrations for distinct business verticals under Section 25(2). Each registration files its own returns.
